Taxing incremental charitable contributions
As an erudite on India's finances, you would know that any tax on black money (including income of rich farmers) and charitable contributions can significantly reduce India's deficits, given the significant amounts involved.
Another amnesty scheme may not be possible; taxing rich farmers by a populist government may not be feasible; however, taxing incremental charitable contributions can definitely happen or even a marginal tax for a limited period of charitable institutions corpus. this can benefit many more people - hopefully, through a more balanced budget over time - rather than benefit a specific strata
